Craven District Council are responsible for the culvert and channel sides. If any defects caused the structure to fail
it may affect their property and potentially cause harm to others. CDC are required to inspect and maintain the
channel sides and high ground downstream of the Coach Street culvert on both banks of Eller Beck. Our task was
to inspect the condition of the culvert and investigate the structure. The culvert is a confined space with inherent
risks and subject to appropriate PPE and safe methods of working, additional risks were present as the asset is
within a watercourse.
Challenge
We carried out a general condition inspection of the asset to
determine the current state of the structure and highlight any
damage or defects. The asset is the Coach Street Culvert owned
by Craven District Council. The inspections were carried out in
accordance with the Condition Assessment Manual, also known as
'T98' inspections.
The culvert is on Eller Beck (an Environment Agency Main River)
running under Coach Street in Skipton and is approximately 45m
in length. The upstream end of the culvert is located adjacent to
the Spring Branch Canal and passes under a paved footpath area,
Coach Street and the old Fire Station building that makes up the
downstream headwall of the culvert.
