We carried out extensive local engagement with stakeholders from a Working Group representing 19
Ministries and Agencies of the Government of Belarus, and testing with the three target sectors.
We also generated a detailed conceptual design for an IT system allowing quantification of disaster
damages and losses according to the proposed methodology enhancements. The IT system incorporates
data capture, mapping, analysis, aggregation and reporting.
The project culminated in a road map of follow-on activities to allow for loss assessment methodology to be
adopted within the three core sectors. Recommendations were also made for expanding the methodology
to other sectors and for other DRM purposes, including international loss accounting. A software
development plan was set out for the phased development of the conceptual IT system, including skills and
resource requirements.
Benefit
The enhanced methodology we developed was tested on a number of historic events,
demonstrating the potential to be used for detailed compensation calculations in a transparent and
standardised way. The detailed enhancements for the core sectors of Housing and Utilities,
Agriculture, and Forestry can be adopted by the local stakeholders immediately.
We have also set out a detailed road map to allow for phased planning of development activities
for a national cloud-based IT system that promotes standardised quantification and reporting of
post-disaster losses.
