and the interpretation of vulnerability in this regard, are also inter-connected to
the practitioner factors, and to the multi-disciplinary and multi-agency
organisational culture within adult safeguarding.
The complex interaction of practitioner, organisational and case factors
identified in this systematic narrative review affects how decisions are being
reached. The synthesis of the factors provides a basis for better
understanding the practical and ethical dilemmas those professionals contend
with in front line practice.
Adult Safeguarding is in a process of evolution and has the opportunity to
improve. This review advocates for a more person-centred solution focused
approach, where the interests of the service user are at the heart of the
pending legislative and policy reform in Northern Ireland.
Consideration of how practitioners are supported going forward in
implementing the pending adult safeguarding legislation and associated policy
and procedural guidance will be crucial for front line practice.
