regulatory decision making.
A component of this decision making which remains a field of relatively limited
enquiry is how such data can be used by regulators in a reliably predictive
fashion; this is an area which warrants further investigation. This review has
highlighted that the potential worth of routinely gathered data, as it pertains to
predictive decision making, is contingent on the quality, context and usability
of the data itself.
Regulators also need to remain vigilant towards the risk of bias which can
adversely affect both the quality of data being collected and the analysis
carried out by inspectors themselves; as such, there needs to be a
commitment to staff learning and development so that the culture and ethos of
the regulator fosters a dynamic use of data.
